FAA orders seat inspections on 737 MAX aircraft

The US Federal Aviation Administration (FAA) has proposed a new Airworthiness Directive (AD) requiring inspections of passenger seat installations on hundreds of Boeing 737 MAX aircraft after identifying the possibility that some seat assemblies may have been incorrectly installed during production. While the issue may appear minor compared to structural or engine-related concerns, aviation safety experts say properly secured passenger seats are a critical component of an aircraft’s crashworthiness and emergency evacuation system, making the proposed directive an important maintenance action for airlines and MRO providers.
The proposed directive applies to 453 Boeing 737 MAX aircraft registered in the United States, although its impact is expected to extend well beyond the U.S. aviation market. Foreign civil aviation authorities frequently adopt or mirror FAA airworthiness directives where applicable, meaning airlines operating 737 MAX aircraft globally could eventually be required to carry out similar inspections. According to aviation intelligence firm IBA, nearly 2,300 Boeing 737 MAX aircraft are currently in service worldwide, including 823 aircraft registered in the United States.
What is the issue?
According to the FAA, it received reports indicating that certain passenger seat assemblies may not have been correctly installed onto the aircraft’s seat tracks during production. Seat tracks are structural rails integrated into the aircraft floor and are designed to securely anchor passenger seats under both normal operating conditions and extreme loading scenarios.
If improperly installed, the FAA warned that the seat assemblies could disengage from the seat tracks during severe turbulence, heavy braking or an emergency landing. Such a failure could increase the risk of injuries to passengers and cabin crew while also creating another serious safety concern obstructing aircraft aisles during an emergency evacuation.
In an evacuation, every second matters. Loose or displaced seats could block escape routes, slow passenger movement, and compromise compliance with the stringent evacuation standards required for commercial aircraft certification.
A maintenance issue with safety implications
Unlike many airworthiness directives involving structural inspections or component replacements, the proposed action focuses on cabin maintenance and installation quality.
The FAA estimates that each Boeing 737 MAX aircraft could have as many as 69 track-mounted passenger seat assemblies requiring inspection. The agency believes each seat inspection will require approximately one labour hour, with an additional hour needed if corrective action is required. Importantly, no replacement parts are expected to be necessary, making this primarily a labour-intensive inspection and reinstallation exercise.
Although the overall maintenance burden is relatively modest, airlines may need to coordinate inspection programmes carefully to minimise aircraft downtime. Multiple maintenance technicians can inspect seats simultaneously, allowing operators to complete the work more efficiently during scheduled maintenance visits or overnight checks.
For maintenance organisations, the directive highlights the growing importance of cabin maintenance quality assurance alongside traditional airframe and engine inspections. Passenger seats are among the most frequently removed and reinstalled components during aircraft maintenance, cabin refurbishments and interior modifications. Every installation must comply with precise engineering specifications governing seat-track engagement, locking mechanisms, structural load paths and emergency crash performance.
The proposed inspections serve as a reminder that even seemingly straightforward cabin installations require rigorous quality control, proper documentation and independent inspections before aircraft return to service.
For third-party MRO providers and airline engineering departments, the directive could generate additional inspection work while reinforcing the need for standardised installation procedures, technician training and enhanced quality assurance processes.
Boeing’s wider quality improvement effort
The proposed directive also arrives at a sensitive time for Boeing as the manufacturer continues efforts to strengthen production quality and restore confidence in its commercial aircraft programme. The company has been operating under heightened regulatory oversight since January 2024, when a door plug detached from an Alaska Airlines Boeing 737 MAX shortly after take-off, exposing broader concerns about manufacturing quality and production oversight. Since then, Boeing has implemented a series of quality improvement initiatives under CEO Kelly Ortberg, focusing on manufacturing discipline, supplier oversight and production stability.
Boeing confirmed that it had already issued service guidance to operators regarding the seat installation issue in December 2025 and has expressed support for the FAA’s proposal to make those recommendations mandatory.
Although the proposed Airworthiness Directive currently applies only to US-registered aircraft, its implications extend across the global aviation industry.
Many national aviation regulators, including those in Europe, Canada, Australia and several Asian countries, typically review FAA directives before issuing equivalent national requirements. Airlines operating international fleets often voluntarily comply with FAA recommendations even before local mandates are introduced to maintain consistent safety standards across their operations.
Given the worldwide popularity of the Boeing737 MAX, maintenance providers supporting international operators are likely to monitor the FAA’s final decision closely and prepare for potential inspection programmes.
Aerospace aftermarket
From an aftermarket perspective, the proposed directive reinforces an important industry reality: aircraft safety depends not only on major structural systems and propulsion technologies but also on the integrity of thousands of smaller components installed throughout the cabin.
Modern aircraft maintenance increasingly places equal emphasis on manufacturing quality, installation accuracy and regulatory compliance across every system, from engines and avionics to seats, interiors and emergency equipment. As airlines seek to maximise aircraft utilisation while maintaining the highest safety standards, detailed inspection programmes and proactive quality assurance have become integral to modern MRO operations.
For the global MRO industry, the FAA’s latest proposal serves as another reminder that effective maintenance extends beyond repairing faults; it is about verifying that every component, no matter how routine it may appear, performs exactly as designed when safety matters most.
