ICAO Annex 19 calls for regulators to adopt Performance-Based Oversight (PBO) underpinned by a risk-based State Safety Programme (SSP) in order to identify and focus their activities on significant areas of a safety concern or need.
A number of prominent regulators, including EASA and the UK CAA, have responded positively to the call and are now in the process of developing and implementing a PBO regulatory framework. In parallel, the UK MAA intent is that aviation activities with a similar level of risk attract the same level of regulation, assurance, and scrutiny. PBO will have a significant implication for regulated organisations, who will be required to develop and implement a Safety Management System (SMS) for their entire operations.
This conference seeks to explore key challenges and best practices in the development and implementation of PBO from the perspective of both the regulator and approved maintenance organisations.
